Salary: Grade 165, Step 1 -7 = $70,179.20 - $79,040.00 annually, D.O.E.

Position Summary

This position is responsible for the daily administration, management, planning, coordinating and control of the Solid Waste Division; to ensure essential services are provided, to maintain the public infrastructure, and to provide for public safety, health and welfare.

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  1. Directly supervises the work of the Solid Waste Collections Foreman, Landfill Foreman and other Solid Waste staff.
  2. Provides leadership and management to all assigned staff. Audits and inspects all work on a regular basis to ensure adherence to pertinent regulations.  Directs staff on complex work and applies policies and procedures for all employees of the Landfill.
  3. Aids in the implementation of goals and objectives for department and division operations.
  4. Interviews and selects new employees. Provide training for all employees of the landfill. Provides coaching, counseling, and mentoring to allow for optimal performance.
  5. Assigns tasks, reviews work and prepares performance evaluations and performs disciplinary action. Recommends employee transfers, promotions, and discharge.
  6. Act as the point of contact for commercial haulers. Provides excellent customer service to commercial haulers and all other landfill customers for the purpose of building strong relationships within our community.
  7. Fleet manager over all heavy equipment, including repair and maintenance work; ensuring timely servicing of all equipment with minimal impact to daily flow.
  8. Maintain accurate records of all such repair and maintenance, as well as scheduling external repairs as needed under the approval of the Superintendent.
  9. Assists in the research, recommendation, development and implementation of policy and procedures for operational effectiveness, sustainability, and safety. Aids in the monitoring of operations for efficient and effective application of department policies, procedures and standards.
  10. Assists in the development of work plans and strategies to meet Division needs-both short term and long term.
  11. Assists in the development of the annual department budget, providing budgetary requests for the Divisions’ operational and capital needs. Monitors budget throughout the year. 
  12. Keep record of all related invoices to be approved by the Superintendent.
  13. Ensure all activities are carried out in a safe manner; adheres to all City safety regulations; ensures equipment is safely operated and driving laws are obeyed; ensures all regulations pertaining to the safe use of equipment are understood and followed.
  14. Report all accidents to the appropriate authority. Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries.   May investigate incidents, as assigned.
  15. Assist in the preparation of requests for purchase of services, materials and supplies and solicit quotes from suppliers, contractors, architects and surveyors within the City’s purchasing guidelines and state rules and regulations.
  16. Aids in developing and preparing of bids, contracts, and related reports specific to division operations.
  17. Assists in coordinating efforts with other City departments to facilitate construction, repair, installation, and alteration projects.
  18. Assists in the review of facilities costs, progress of work projects, preventative maintenance programs, and to identify potential problems and determine possible solutions.
  19. At the direction of the Superintendent, conducts special research projects  and prepares  comprehensive reports and recommendations based on findings.  Conducts and provides technical guidance to related infrastructure issues.
  20. Assists in the representation of the Division on related external matters when dealing with public and private agencies and organizations, the media, general public and state and federal agencies. Represents the Division on internal issues to the Superintendent.
  21. Receives and promptly responds to concerns from the public, elected officials, and City staff pertaining to division matters and is able to forward the issue at hand to the Superintendent as necessary.
  22. Responds to and calls out after hours on-call crews for emergency requests.
  23. Other duties as assigned.
Job Requirements
MINIMUM REQUIRED Q UALIFICATIONS
• Associate Degree in Engineering, Environmental Science, or a closely related field.
• Five (5) years of directly related progressively responsible supervisory experience.
• Experience with operating heavy equipment.

PREFERRED QUALIFICATIONS
• APWA Certified Public Works Professional in Supervision or Management.
• Three (3) to five (5) years of experience in Solid Waste Collection and Disposal.

OTHER REQUIREMENTS
• SWANA MOLO Certification within one (1) year.
• Valid Driver’s License
